As an annoyed editor: "this car will be towed". Or "this car may be towed" if you want to make the potentiality/uncertainty explicit.
Purely from a grammar POV "this car will be subject to towing" is technically correct, but also terrible.

totally unsurprising to me that they would say something less direct than "this car will be towed" or "this car may be towed" because it admits that you are somehow responsible for the towing. whereas "will be subject to towing" oh yeah you know if someone leaves their car their then they're opening themselves up to towing, really too bad but thems the rules
(which is of course a bit ridiculous: yeah you're responsible for the towing - your job is to manage the building. the set of rules that governs the visitor parking spaces are defined by you and that's reasonable. you're not the bad guy here)

It's so silly because "this car will be towed" is already indirect! Direct is "we will tow this car" or "we will have this car towed".
but of course yes, in corporate language no one actually takes any action, nor does anything happen to anyone, it's all just, you know *waves hands* your car now has the property of being towable

neither of those convey the same thing though - it's not a claim about the future (although ofc part of the purpose is to threaten something about the future), it's a claim of right
of course the more likely reason they used it is because it's a potted phrase for this kind of statement and they wanted it to sound legallish. which can sound goofy, especially when they fuck up the usage, but it has some value in communicating tone
